Need Advice! Cell Number Parking Service That Also Forwards Texts

I'm currently a Fido customer. I'm moving to California. I'd like to keep my 403 number and park it at a provider who would forward incoming *texts and calls* to my new cell number in California. Does anyone know how to do this? I asked Fido and they want to charge $15/month to do it. Thanks!
