Updated iPhone - having issues

Updated my wife's iPhone to 5.1 and she is having some major issues. 1. Apps cannot be downloaded. They start to download but the icon shows, and it says waiting. This happened before the update as well. 2. Lock screen shows the camera, but pressing it does nothing. Anyone know...
