Buying iPhone 5 outright?

I went to a handful of stores today -- from Fido kiosks to Future Shops to Wireless Waves -- and was told that they were not allowed to sell iPhone 5s outright. Is this actually policy? Or are they just refusing to sell one to me because they won't be getting a commission? Future Shop actually...
