IPhone 4 on 7.0.4 with a baseband 4.12.09 software UNLOCKED??

I see guys in my town advertising on Craigslist that they can 'software' unlock an IPhone 4 on 7.0.4 with a baseband 4.12.09 for $50 Everything Ive read on the internet says this is impossible. Has a method been developed to do this??
