Am I allowed to switch to any plan while on contract?

Hi I currently have a $56 plan that was offered in Christmas with 2Gb of data and unlimited airtime. I would like to switch to the $39 plan that is available with 450 minute air time and 600Mb of data. When I called Fido to change my plan, I was told that I can only switch to a higher price...
