fido no longer has emergency csr while roaming?

My S4 suddenly lost network while in the us. Says unregistered sim as if my account is somehow shut down. I tried a manual network scan and it showed ATT, T mobile, and another. I tried all 3, only ATT would connect but say emergency calls only. At least it showed bars and roaming next to it but...
