Are the new Rogers value packs all the same? Retention and in-market consumer ones

First of all, I heard about 50% off on the value pack from the forums, so I called in, successfully added, checked My Account on the Rogers.com, got unlimited US and international texts, identical to what's published on the Rogers.com. Hoever, this is not what I wanted, I only send Canadian text...
