Can't use fido dollar before port out?

I want to use my Fido dollars before porting out. (Like virgin $50 unlimited TB plan) Fido kiosk (Scarb town center) told me, if i port out my numbers tomorrow, Fido will bill me instead of using my Fido dollar if i buy handset from Fido today. She also going to charge me $25 fee for using Fido...
