Does Visual Voicemail work with a data connection disabled?

So my understanding is visual voicemail downloads voicemail files over a data connection. That said, does it still work if you've disabled cell phone data? I'd assume it would, that that's just treated separately the way text messages are, and it wouldn't count against data limits?
