White circle where the 3G is

Ok took a road trip across Ohio and west Virginia , majority of the trip it had a white circle in place of the 3G what does that mean?? Also went to the Ohio state spring game a had that circle and couldn't send pics or anything also note that everybody else that I was with had androids phones and...
