Cheaper to buy unlocked phone or buy 2 year contract?

Is it cheaper to buy an unlocked iPhone and then sign up for a plan, or to buy a phone with a 2 year contract? What do plans even look like for unlocked iPhones? The Verizon site etc. keep trying to push me to buy a phone..
