AT&T Tethering not working

This is a strange situation. I have 2 iPhone 4s, one from Fido, one from Rogers. Both unlocked by the carriers, not a third party. I am using Red Pocket Mobile in the USA, which is an AT&T MVNO. The phone from Rogers will allow tethering fine. The phone from Fido will not. I have...
