iphone 5S & 5C apple store sales

Not sure if this was asked but i would like to know if they will sale phones factory unlocked or like iphone 5 it will be locked to a carrier. I remember last year on iphone 5 launch day, we couldn't buy unlocked devices. If they will do same this year better to pre-order online.... Sent with...
