Apple's dynamic wallpaper only available for iPhone 5 and above?

I tried the iOS7 GM a few days ago. There were no options for dynamic wallpapers on my iPhone 4. I'm guessing, they disabled it, due to poor hardware of the iphone 4? Anyone can confirm this?
