When is an IPhone 4S not an IPhone 4S?

Was looking forward to IOS7 so that I could use Siri on my Bell IPhone 4S. After the whole upgrading IOS thing was finally done, could not find settings for Siri anywhere. More research on my model number shows it as being just an IPhone 4, although the serial number comes up as a 4S and Bell sold...
