Is iPhone purchased from carrier locked or not out of the box?

I have read many conflicting accounts and most of my searches have come back with people worried that factory-unlocked iphones from apple.com will lock to first sim. I need a definitive answer on the following: If you purchase a brand-new, never activated iphone from carrier 1 (telus for example)...
