Ordering iPhone 5S online from Apple Canada?

How long does it take to process if per say ordering an iPhone 5S online from Apple Canada? As well, do they charge you when you order or when they ship it? On the site it shows 2-3 weeks wait and I want to know if that's an ideal of ETA.
