Bell On a 3yr contract, 2 yrs is almost up, CAN I CANCEL WITHOUT PENALTY?

I currently have a 3 year contract with bell and my phone plan will in march be at the 2 year mark. So does that mean I can cancel it without paying the cancellation fee for the remaining phone balance now since the new law came out last year?
