iphone 5 won't update

it keeps saying, "Unable to verify update, iOS 7.0.4 failed verification because you are no longer connected to the internet." HOwever, the internet is working just fine when I go to Safari. :befuddled It is not yet connected to ATT though, this is all wifi. Is that the problem?
