Organizing Apps on Home Pages?

My friend who owns an iPhone4 has a TON of game apps I mean a TON so I went and organized all of the apps and put them into folders for her but I noticed this, there were about 4-6 pages with APPs and after I put those games into their folders, the 4-6 pages were still present even with ZERO apps...
