CDMA disabled on the Canadian iPhone 5S model?

I understood that the CDMA hardware was disabled on the Canadian model of iPhone 5S, presumably to let Apple avoid paying certain royalty/licensing fees. What's odd is that I'm currently close to the U.S. border and when I go to settings>carrier and turn off the 'automatic' switch, I can see...
