Verizon Iphones buying outright in store without Verizon Account

I want an unlocked iphone 5c from verizon since its unlocked and has most LTE bands, no more a customer of verizon i walked in and wanted to buy the phone outright with cash or credit they said you must have a verizon account to put it on.. and i was denied .... logical reason no commission but...
