iCloud storage of Deleted Apps

Hi everyone, What happens if I keep downloading apps and deleting them? I notice that some apps in the appstore instead of a "DOWNLOAD" icon, has an "iCloud" icon instead, indicating that I've downloaded it before. I noticed that this is the case especially with some of the apps that cost money...
