A new chief executive took the oath of office in Hong Kong on Sunday morning, and then, astoundingly, he made his inaugural speech in Mandarin Chinese, the language of the mainland. In spurning Cantonese, the local language, Leung Chun-ying might as well have knelt on stage in front of President Hu Jintao of China in a full kowtow to Beijing.
