unable to send/receive mms text iphone 4s

I have a strange one.i was with virgin mobile and had ported out but returned months later with a new number/account.i had multiple virgin iphones that would not send mms or receive from non iphone users/virgin could not fix the problem so i ported out and bought another iphone thru ting and guess...
