iphone 6+ without wireless data?

I know nothing about apple or iPhones. Are they useable without a constant data connection? wifi should be fine though. My son was given a new iPhone for Christmas and now I'm looking to activate it. I currently have an account for him with rogers that's basic talk/text no data. He doesn't use it...
