A bit confused about Bell and LTE Bands 12, 13, 17 - 700 Mhz and Ontario

Hi, I'm a bit confused about band 12, 13 and 17 in Ontario. I thought according to the chart bell won licenses for 700 Mhz Band 13 / Block C in Southern Ontario which Oakville would be part of. But I've been and many other have accessed Bell's LTE in Southern Ontario on Band 17. Am I just...
