Can verizon relock the iPhone 5 if it is being used overseas

Hello, Can verizon lock the iphone if it being used overseas at the time if they ever decide to do it. If I order iphone 5 and cancel my contract from verizon they will not lock the iphone. and will iphone work in india Thanks for your help
