Transfer contacts from 4s to 5s...is iCloud the best way?

I just got a new 5s to replace my 4s, and I need to transfer my contacts. I know I can use iCloud, but I have never created an iCloud account and would rather not, if I can avoid it. Is there a good app that will do this? Or is iCloud the best way? (Don't want to use iTunes as I think that backs...
