WASHINGTON -- The Obama administration is requesting $860 million to repair and upgrade our national parks to celebrate the 100th anniversary of the National Park Service.
The proposed parks budget -- part of a total Department of the Interior budget request of $13.4 billion -- includes $300 million in mandatory spending and $560 million in discretionary spending for 2017. It would fund restoration and maintenance projects in the parks over the next 10 years.
The Obama administration released its $4 trillion budget proposal (http://start.westnet.ca/newstempch.php?article=entry/obama-budget-proposal_us_56ba0db7e4b01d80b247dab3) on Tuesday.
The budget also requests $135 million to fund a "Centennial Challenge" program that would match federal funds with private donations to support the parks (http://start.westnet.ca/newstempch.php?article=entry/interior-department-partnerships_us_560acb2ce4b0768126ff5355).
Congress created the National Park System, which has been called "America's Best Idea (http://www.pbs.org/nationalparks/)," in 1916 (http://www.nps.gov/aboutus/history.htm). The parks will celebrate their centennial anniversary (http://www.nps.gov/subjects/centennial/index.htm) on Aug. 25.
But heading into what should be a celebratory year, the parks face a backlog of maintenance work that would cost nearly $12 billion (http://www.nps.gov/subjects/plandesignconstruct/defermain.htm) to complete. About half of the necessary work is upgrading paved roads and structures that haven't received regular maintenance due to lack of funding. The price of the giant backlog is $440 million more than it was in 2014, and is the highest it's ever been.
While the president's budget is an outline of the administration's priorities, what Congress actually chooses to fund is another story.
Still, the National Park System is something that Americans support regardless of political affiliation (https://www.npca.org/resources/2566-poll-strong-bipartisan-support-for-national-parks). During the 2013 government shutdown, the closure of the national parks (http://start.westnet.ca/newstempch.php?article=2013/10/01/government-shutdown-national-parks_n_4024123.html) prompted the greatest public outrage (http://start.westnet.ca/newstempch.php?article=2014/03/03/government-shutdown-national-parks_n_4893143.html). And the parks continue to be a favorite destination for Americans, absorbing record-breaking attendance (http://www.eenews.net/stories/1060013636) in recent years.
"If Congress doesn’t make our parks a national priority in the federal budget now, then when?" Theresa Pierno, the president of the National Parks Conservation Association, stated last week. "While Congress did begin to reverse years of declining funding for our national parks with its latest spending bill, the reality is that years of underfunding have significantly harmed our parks."
