Are Rogers Agents Interested in selling used phones with Rogers Contracts

I have a question that I do not understand. Is it possible to sell a contract with a used phone instead of a new one? Won't they save a lot, and make more money? I would really like to know if there is a Rogers Agent reading this. Can an agent sell a used phone with a contract?? Thanks, Mike
