Iphone5c low battery reboot

I bought a 5c refurb low on battery. Im charging it first in the car then in the wall 2.1a It is showing a thin red line in battery icon on left side It keeps on booting into apple logo and charging indicator Is this normal will charge until 10pm then sleep.
