iPhone 5s - No Service

Hi! I have an iPhone 5s that is inactive. Before iOS 9, the status bar would display the number of bars I had but the phone had No Service. Now that I have iOS 9, the status bar just displays "No Service". Is there a way to fix this at all? How could it be done? Thanks! And I would prefer not to...
