Can Uou Use a Tablet Sim Card in a Cellphone?

I'm tempted to activate two new tablets with that 3GB of data promo. I would use those data Sims on my phones and then just run a VoIP app. I know that I can do this with Bell, Telus would have me change the apn settings… but what about Rogers? Also, since I mentioned it, the 3GB tablet...
