The diplomatically sticky part of President Obama's trip to Southeast Asia will likely occur in Cambodia, where Hun Sen, the authoritarian prime minister, has held power for the better part of three decades. Should Mr. Obama press Hun Sen on an array of apparent human rights abuses, or should he downplay those issues?
