FaceTime over Cellular

Ok, sorry about that but I was kinda surprised there weren't more discussions on this ( I did a search and not much popped up) So can someone set me straight? Is Facetime over 3G only available for shared data plans only? And secondly, who would want those ridiculously expensive shared...
