Where to buy unlocked (in store)?

So not one to turn down a free phone for christmas (either an SE or 6s), I need to help the gift-giver. My Dad does not do well with online ordering, nor does he like driving far. There is no nearby apple store. He buys his own phones at a nearby Verizon store. Where can one walk into a store...
