Bell store says USA passport not ID, but Bell CSRs can activate

Trying to help a buddy out where he only has an American passport as ID and he travels to Canada quite a bit. He wants a Bell post-paid plan with just a SIM to use with his unlocked iDevice, he has good Canadian credit, but the Bell retail outlets (not dealers) say they must have a Canadian piece...
