activating new Verizon account while in canada?

Hi there, if have an existing device, (lte) not cdma can i activate it while i am in Canada and will the features (data work?) i recall on cdma this wouldnt work.. is apple any different? is it true that itunes provisions the phone with everything to get started over the internet? thanks
