Unlocking Question

If I buy a used iPhone 7 Plus that is locked to Rogers am I able to unlock the phone or does the current owner have to unlock it? I was going to buy it now and phone Rogers on Dec 1st to unlock it to activate it with Telus. Will I be able to do that without having the current owner present?
