Hotspot on iPhone?

Playing around with an older 5s. Everything works great (on att) except hotspot doesn't work even after messing with settings. Hotspot works fine on the two Android phones I tested so I'm guessing I'm missing a setting somewhere. I'm rusty on iPhone nowadays after using androids for so long so it's...
