Iphone to ipad tethering issues / pageplus

Hey, so I got an ipad and wanted to tether it with my iphone 4 using pageplus. I keep getting the webpage popping up on ipad saying: your phone is not currently setup to be used as a modem or mobile hotspot...... something about Verizon..........any ideas? My ipad and iphone are NOT jailbroken....
