Issue ordering a second iPhone 13 from Apple - order limitations?

Got my iPhone 13 this week and all is good. I'm trying to order a second one for my brother but the Apple Store tells me I've exceeded their limit! I am ordering using the Veteran's discount. I can't see anything in the limitations that say I can only order one phone on the Veteran's...
