New iPhone 5 from Fido on Rogers?

Got a quick question for you guys... If I purchase an iPhone 5 from fido and dont activate it, can I insert a rogers sim card and use it with this phone? Reason being is I have a lot of fido dollars I am going to use to buy the iphone 5 and give it to my sister who is on Rogers. From what...
