Northern Gateway panel releases 199 pipeline conditions
 

A federal panel has laid out almost 200 conditions for the proposed Northern Gateway pipeline which would have to be met before the project could proceed, including almost $1 billion in liability coverage in the event of a catastrophic oil spill.
