Huawei B890 4G LTE Smart Hub unlocked?

Is the Huawei B890 4G LTE Smart Hub unlocked? If not, can it be unlocked by me by getting an unlock code from Telus after 90 days, or do I have to resort to a 3rd-party unlock service. Thanks.
