Does Telux sell phones that are unlocked already?
 

I live in California and I'm trying to buy a new phone on ebay. The seller tells me the smartphone is brand new and sealed. He also tells me that it was unlocked by telus. If it was unlocked by Telus, I assume the box of the phone would have been opened and the security seal is broken. Please...
