Activate Rogers prepaid while roaming in US?
 

I'm planning a trip and was wondering if I can buy a sim off ebay and activate it before I leave for Canada? I'm in the US where I have Verizon, At&t, and t-mobile signal and those are the networks Rogers uses for roaming according to the website so signal won't be a problem at all.
