Ottawa has just days to put in place new policy on refugee health coverage
 

The federal government has until next Tuesday to put in place a coverage system for refugee health-care claims that is in keeping with the Constitution, after the Federal Court of Appeal rejected on Friday the Conservative government's efforts to buy more time before implementing a new policy.
