Galaxy S6 Pre-Order ..can't buy outright?
 

So I went to pick up my S6 pre-order from local Rogers wireless store and was told I can't unless I signup for a new plan. I'm a existing customer and don't want to change plans so I was planning to simply buy it outright but they won't let me. Is this normal?
